Thanks! I noticed in comments that a building designed in 1968 used this same technique. I thought in this day of elevators, mis-designed steps (on purpose) would have been long relegated to a footnote in history.

It reminds me that when the UCD campus in Dublin was built, the dimensions of the steps were calculated to slow down the advance of demonstrators, this was after 1968.
